Advice for foot care: My feet are very ruff and ugly i have corns,and hard skin on the bottom of my feet. please help i can't wear cut out shoes.

By cut out shoes I assume you mean open or strappy shoes. However, when you say that you can't wear such shoes, it is not clear whether you mean that they are painful, or they cause your feet to become rough, or they simply look bad due to the dry hard skin on your feet.
In any case, the skin on your feet is in such a condition mainly because of long standing neglect. People tend to ignore their feet completely and then wonder why they look and feel terrible. If you wear open shoes, your feet are more likely to accumulate dirt and become dry. The hard skin that you talk of is probably due to dryness, combined with some amount of friction against your footwear. Fortunately, since you have not mentioned any pain or discomfort, your problem is probably a minor one. Regular care of your feet, including moisturizing and possibly changing your footwear, should take care of the problem within a month.
First of all, avoid wearing open shoes too often — this should be done only occasionally, at least if you are going to be walking around outdoors a lot, in areas that are dirty and polluted. Wash your feet daily, and use a pumice stone to get rid of the dead, hard skin. In addition, moisturize your feet every night, using petroleum jelly or some specialized foot moisturizing cream.
