Usually, hair will stop growing only after it gets really long, and even then, it usually just slows down rather than stop completely. It is unlikely that your hair has completely stopped growing or even slowed down drastically at such a short length, unless you are suffering from some nutritional deficiencies, so the first thing you need to do is examine your diet and see whether you are eating properly. Your diet needs to have all the necessary nutrients - fats, proteins, carbohydrates, minerals, and vitamins - in order for your body to function normally. Your hair in particular needs an adequate intake of protein as well as minerals and vitamins. A deficiency in any of these could cause problems with your hair, such as graying, hair loss, or extremely slow growth. You should make sure that you eat a variety of fruits and vegetables, as practically all the necessary nutrients can be got from such a diet. Protein intake is best obtained from non plant sources, but with a varied enough diet, vegetables can provide adequate protein. On the other hand, a diet that lacks fruits and vegetables is likely to result in some mineral or vitamin deficiencies.
One possible cause of the slow growth of your hair is that it is damaged. Damaged hair appears to grow slowly because of constant breakage and splitting. The idea that cutting your hair makes it grow faster is a myth, but it is true in the sense that if you have split ends and broken hair, a trim will get rid of the damaged portion of hair, and allow the remaining, healthy hair to grow normally. If you think this may be the reason for your hair growing slowly, you should get a trim immediately. After that, you should continue to trim your hair regularly at least once a month.
Standard hair care is of course important - oil your hair at least once a week, shampoo and condition it, and comb it regularly, but never when it is wet. Home remedies have only a marginal effect on hair growth, but you can try daily applying water in which fenugreek seeds have been soaked overnight. You can also prepare a mixture of castor oil, coconut oil, lemon juice, and fenugreek powder, and apply this every night before you go to bed, instead of regular oil. You must of course wash this off in the morning.
