The blackening of your neck is not really a layer that has formed; it is simply the darkening of the skin in this area as a result of a tan. There is no real treatment or cure for such a problem, as there is nothing wrong with your skin. A tan is a natural and healthy response of the skin to exposure to sunlight. Your skin gets its color from a pigment called melanin, which is produced by specialized skin cells known as melanocytes. The amount of melanin in your skin (and therefore your skin color) is determined by your genes, but in addition, melanocytes produce more melanin when your skin is exposed to sunlight. Of course, when there is more melanin pigment in your skin, the skin appears darker. Your neck is probably the one part of your body that is constantly exposed to sunlight. This is very often the case with people who have short hair and wear clothes without collars. Long hair tends to cover at least part of the neck, and therefore provides some protection from sunlight. The same applies to collared shirts, which hide a considerable part of the neck area from sunlight.
Growing your hair just to cover your neck doesn't really make much sense, but if you want, you could do this. A more practical and immediate solution however would be to wear collared shirts or jackets, so that your neck is not further exposed to sunlight. A hat will also provide a good amount protection, in addition to which you should apply sunscreen lotion on your neck whenever you are going outdoors during the day. The sunscreen should have an SPF (sun protection factor) of at least 40. Be generous when applying the lotion, and also remember that sunscreen should be applied at least half an hour before exposure to sunlight in order for it to be effective.
This will of course eliminate the cause of the problem, but your neck will not become light overnight. A tan takes a long time to fade, and it could take several months for your skin to return to its normal color, so you will need to be patient. You can try applying home remedies such as a mixture of sandalwood powder and tomato juice, but these will have a limited effect, and the main factors in getting rid of a tan are time and avoiding further exposure to sunlight.
