What vitamins can I take to prevent pigmentations on face and arms?

Simply taking vitamin supplements is not the solution to the spots of pigmentation that you have developed on your face and arms. You need to determine what is causing these spots. Based on the location of the spots, it seems likely that they are the result of over exposure to sunlight. Usually, exposure to sunlight causes an increase in pigmentation all over the exposed areas. This results in an even darkening of the skin, which is known as a sun tan. In some cases however, for a variety of reasons, pigmentation may not increase evenly over all the exposed skin. There may be areas of skin that develop excessive amounts of pigment, while the rest of the skin stays more or less the same, in spite of being exposed to sunlight. As a result, the skin develops rather unsightly patches or spots. The face and arms are common locations for such problems to develop, and since you have mentioned that the pigmentation is on your face and arms, this is probably the cause.

Therefore, instead of directly starting to take vitamin supplements, you should protect your skin from excessive exposure to sunlight. The ideal solution is to avoid being outdoors at all during the hours when the sun is at its peak. Early morning sunlight and late afternoon sunlight usually tend to be mild, depending on where in the world you are, and this usually does not affect the skin much. However, limiting your movements and activities is usually not very practical, and so if you really need to go out during peak sunlight hours, you should take certain precautions. The most important and effective measure is to cover as much skin as you can with your clothes. Wear long sleeved clothes to cover your arms, and wear a hat or a cap to protect your face. This is the best protection, as it limits the amount of sunlight that is reaching your skin to begin with. However, besides this, applying sunscreen will provide added protection, especially for your face. Remember that sunscreen must be applied at least half an hour before you go outdoors, and needs to be reapplied after an hour or so if you are continuously outdoors, particularly if you are sweating a lot or are in a swimming pool.

As far as vitamins go, it is more effective and safe to get the required vitamins from your diet than from supplements. It is not necessary to eat anything special - just ensure that you are eating a lot of fruits and vegetables, and this will ensure that you get all the vitamins you need.
