It is not clear exactly what you mean when you say that the growth of hair on your hands is not proper. Hair growth varies from one person to the next, and there is no "proper" way for hair to grow. If you are a woman with abnormally hairy hands, then perhaps you are suffering from some health problem that has increased your levels of male hormones. Polycystic ovarian syndrome is a common cause of hirsutism (abnormally thick growth of body hair in women), along with tumors, obesity, and insulin resistance. There are a variety of other problems too that can cause abnormal hormone levels, and in such cases, you simply need to address the cause. This may require consultation with a doctor, as it is not always possible to diagnose and treat the problem on your own. Once the underlying problem has been solved, your hair growth will go back to normal on its own.
However, if you do not have an abnormally thick growth of hair on your hands, there is nothing to indicate any kind of problem. It is not clear what you mean when you say that your hand looks bad after waxing, however, if your skin is sensitive or if the waxing is not done properly, the result will be sore skin and minor bleeding. You could also end up with ingrown hairs, which can be quite painful. If this is the case, you should either get the waxing done professionally, or else switch to another hair removal technique. You can try using a hair removal powder or cream, however this should be tried on a small area of skin first, as the chemicals can irritate sensitive skin. If the growth of hair is very sparse or fine, you could also consider simply plucking the hair, shaving it, threading it, or using a mechanical epilation device.
The black spots that you mention are most probably the result of excessive exposure to sunlight. You should therefore keep your hands covered in sunlight if possible, and simply avoid being outdoors in the middle of the day. In addition, be sure to use a sunscreen lotion on your hands whenever you are out in the sun and cannot keep your hands covered. The dark spots should fade slowly, although this may take several months. In case the spots are due to blocked skin pores, it may also help to scrub your hands regularly with an oatmeal and milk pack.
