Your hair loss is extremely unlikely to be caused by an oily scalp. At the most, an oily scalp will lead to dandruff, or to limp, greasy hair, but it will never cause hair to fall. Hair loss can be caused by a number of other factors, and you will need to determine what is causing the hair loss in your case. If you have an oily scalp, then it is possible that you hair care regimen is not what it should be. Start shampooing and conditioning your hair regularly, and if you already do so, try switching to a new shampoo and a new conditioner. You may find that the new products suit your hair much better. Each individual's hair is unique, and even if two people have oily hair, they might need different shampoos and conditioners.
After you have washed your hair, simply soak up the excess water with your towel, and then let your hair dry naturally - do not scrub your hair dry, as this is certain to cause hair fall and breakage. You should also avoid combing your hair when it is wet, as this too will cause hair to break. Combing your hair (when it is dry) will also help by spreading the oil from your scalp, so that it is evenly distributed over your hair.
In addition to shampoo and conditioner, your hair may need oil. Since you already have an oily scalp, you should not use oil daily, but oiling your hair overnight once or twice a month will certainly improve the condition your hair. You should also protect your hair from the elements - excessive sunlight, wind, and pollution can damage hair and cause it to fall or break. If your hair tends to be exposed to these factors a lot, then you should start covering your head whenever you go outdoors.
Finally, solving a dry skin problem is extremely easy. Since you have an oily scalp, your skin is most probably already producing enough sebum. What is causing the problem is perhaps that you use a harsh soap, or you use soap too often. Start using a milder soap, and use it only once a day. If this does not work, you can also start applying a moisturizing lotion daily, immediately after you bathe. This should be enough to take care of both the dryness and roughness, but if you want you can also use a loofah while bathing, to gently scrape off the upper layer of dead skin.
