Your arthritis is extremely unlikely to be connected in any way to the black spots on your skin. Arthritis is characterized by pain, stiffness, and inflammation of the joints. It is actually a group of conditions rather than a single condition - there are several different types of arthritis, including common ones such as osteoarthritis and rheumatic arthritis, and rarer ones such as septic arthritis. You have not mentioned what kind of arthritis you are suffering from, but in any case, no matter what kind of arthritis you have, the arthritis itself is not going to affect your skin. In some cases, arthritic symptoms may accompany another condition, such as psoriasis. This leads to a condition known as psoriatic arthritis, but the psoriasis is the main condition, and would therefore be quite obvious. Since you have not mentioned having any skin condition, this can be ruled out. In addition, even if you did have psoriatic arthritis or any other such condition, there doesn't seem to be any explanation for black spots. Psoriasis causes inflammation and flaking of skin, it does not cause black spots.
The black spots you mention are therefore quite certainly a new problem that has nothing to do with the arthritis. There could be a number of reasons for such black spots to appear, although there is some additional confusion in your case because of the strange phenomenon of the black spots appearing only in the evening. For this reason, it will be better if you visit your doctor, and describe your problem in detail. Your doctor will also be able to ask you a few questions and examine your medical history in order to better determine the possible cause of the dark spots.
Usually, dark spots are simply areas of hyperpigmentation that are known as sun spots or liver spots. The term liver spots is misleading, but sun spots is more accurate - these spots are the result of mild sun damage over a long period of time. They rarely appear on the legs however, as they are more common on parts that are exposed, such as the face, neck, and hands. They are also not likely to appear and disappear daily - once the spots appear they take a long time to disappear. The spots could be because of some medication that you are on, but this too is unlikely to occur only in the evenings, and disappear during the rest of the day.
