I am not sure what exactly the black line could be, but black heads are a common problem, and can in many cases be gotten rid of with regular, consistent treatment. Black heads are basically the result of blocked pores, similar to pimples. The skin is covered with pores, and these pores allow sebum (an oily, protective substance secreted by the sebaceous glands below the skin) to reach the surface of the skin. Normally, skin is constantly discarded and regenerated - the top layer of cells dies and is discarded, while new cells are created and come to the surface. Sometimes, for a number of reasons, this process does not work very well, and as a result, dead skin cells accumulate on the skin's surface. These skin cells then end up blocking pores, and preventing the sebum from passing through the pore to the skin's surface. The sebum continues to accumulate in the pore, forming either a white head or a black head. The difference between the two is that in a black head, the sebum and dead skin cells become oxidized and darken, thus giving it its name.

To solve your blackhead problem, you need to ensure that your skin gets rid of its dead cells more efficiently. Washing your face regularly will help, but only marginally. Still, make it a habit to wash your face with warm water several times a day, but avoid using soap most of the time as it will dry your skin. In addition to washing, you should exfoliate regularly, for example, by using a face scrub. A very cheap and effective face scrub can be prepared at home by mixing a little rice flour and a little turmeric powder with honey. Apply this mixture to your face and nose, and scrub gently with your fingertips. You can then wash the mixture off with plain water. Similarly, you can also use a mixture of ground almonds and honey as a face scrub. If you are using a commercially available face scrub, make sure that you do not use it everyday.

To get rid of the black heads that do develop, you should steam your face, and then use a clean piece of cotton to wipe your skin. The steaming opens the pores, and the cotton can then clean out the pores to some extent. Applying lemon juice a couple of times a day is also supposed to help get rid of black heads.
