Your question is not very clear, but it seems that you have streaked your hair recently, after which your hair has become stiff, dry, and rough. Unfortunately, if your hair has been damaged by the chemical process it has undergone, there may not be any way to reverse this damage. The only option for you may be to cut your hair, and wait for it to grow again. Treatments such as perming, straightening, and coloring hair, all use rather strong chemicals, and it is essential that the person performing the treatment is an experienced professional. In the hands of an amateur, such procedures often turn out badly, and there is usually no way to reverse the effects. In some cases, even if the procedure is performed well, with all the necessary expertise and care, it may just be that your hair is delicate or unusually sensitive, and as a result, things may go wrong.
Whatever the case may be, the fact is that your hair has been damaged by the streaking. If you want, you can try some other hair treatment to repair your hair. This time, ensure that the hairdresser you visit is experienced and is in fact an expert in the specific area of repairing damaged hair. You will quite certainly have to cut your hair at least a little bit, but it is possible that a lot of it can be repaired. If you find that no hairdresser is able to treat your hair, then you will simply need to cut it - ensure that you get rid of as much of the damaged hair as possible, as keeping the damaged hair will simply slow down growth and cause hair loss, and as a result it will take longer for your hair to return to normal.
After cutting your hair, you need to be extra careful with it for a few months. You should oil your hair regularly, preferably with coconut oil, and preferably overnight. Start using a shampoo and a conditioner for dry damaged hair, and use them at least every alternate day, and even daily if necessary. A couple of times a month, you can also use a home made conditioner. One option is mayonnaise, and another is a mixture of egg and oil. This of course needs to be applied before shampooing your hair (for at least half an hour), unlike commercial conditioners. Needless to say, you should avoid trying to color or streak your hair again.
