A rash that appears during or before the menstrual cycle is not normal, but it is not unheard of. There is evidence that most rashes and skin problems, including acne, tend to worsen in coordination with the menstrual cycle. It is not clear exactly why this happens, but the change in the body during this time seems to include hypersensitivity to certain substances, thus causing an allergic reaction. In fact, in some cases it seems that the body overreacts to progesterone itself, which is a hormone that is involved in the menstrual cycle.

Unfortunately, there is no easy way to determine what exactly is going on here. You need to consult your gynecologist or a skin specialist, or maybe both. It is often impossible to diagnose a rash without actually examining the affected skin and also looking into the patient's medical history and current lifestyle and medical condition, including any medication that the patient may be on. A few tests might also be necessary to determine what is causing this rash. You might need to repeat these tests at different times to determine if there is a relation between any hormonal increase and your rash. Typically, you will need 3 repetitions - during, before, and after your menstrual period. Treatment will depend on the findings of these tests, and will be prescribed by your doctor.

In the meanwhile, you can see if you yourself are able to detect any substance that could be causing an allergic reaction. The exact location of your rash is not clear, but if the rash is high up on your thighs, it may be a reaction to your menstrual pads. However, pretty much anything can cause an allergic reaction, so try to pinpoint any other change in your daily habits that are specific to your menstrual period. This could involve a different detergent or even a stain remover for stained clothes or a different bathing soap.

It is also possible that this is a one time occurrence. Something might have set off a reaction this one time, and it may never repeat itself. However, if the rash does recur during or before your next period, be sure to visit a doctor while it is still present, so that your doctor can examine the rash.

The only advisable home remedy for a rash that has not been diagnosed is a cold compress. Any other treatment poses a risk of worsening the rash. Of course, since your rash does not itch or hurt, you probably don't even need this treatment.
