What you are experiencing is a problem of chapped lips combined with the effects of dead skin on your lip. This problem occurs because the moisture content of the skin on your lips is rapidly disappearing because the weather and also because the natural secretions that preserve the moisture are being wiped off. This is usually because of licking the lips. You would have to apply lip balm continuously to rectify this situation but for the continuous peeling, you might have to remove some of the accumulated dead skin first.
The first task to be done is to exfoliate some of the dead skin that has accumulated in the area and this can be done by using a mild acid medium and scrubbing off the loose skin from the area. Caution needs to be taken because if there are any raw spots on the area they will burn. Take a lemon and rub it over the area for a minute. After that, use your finger and in a motion that resembles brushing the teeth, rub your finger over your lips with a gentle amount of pressure. You will notice that some white skin will start to come off and this is the dead skin. After this is complete, take some honey and smear it on your lips. Try to resist the temptation to lick it off and let it stay on your lips for a few minute, if possible until it is dry. Honey is nature's natural soothing balm and antiseptic because of the presence of bee saliva in it.
As a practice to avoid this situation cropping up again, try to avoid unnecessarily licking your lips as this causes the little bit of the skin's protective oils to be removed. You should also massage your lips often rolling them together. This breaks up the rigid formation of dead skin and improves the circulation. Another method that can be tried out is to rub the oil secretion from top of the nose on your lips. This is the quickest and easiest way to handle chapped lips. While this situation is not in any way dangerous, you should however be careful of more severe problems like Angular Cheilitis. This is a condition in which the sides of the mouth are infected with a fungus after the skin is broken and a lesion develops. Usually this happens when the environment is dry and causes the skin to break.
